Birmingham's own flooded-basement FAQ says an older combined sewer system raises the chance of flooding. Most of the city's sewer miles are combined sewers, where rain and melting snow join household wastewater. After a backup, the city advises a check of the sewer lateral for roots or other defects. That pipe is the owner's, and when it fails, the fix is sewer line repair or sewer line replacement.

Birmingham, in southeastern Oakland County, sends its sewage to two county-run systems. The east side drains to the Southeastern Oakland County Sewage Disposal District. The central and west sides drain to the Evergreen-Farmington System. Of about 125 miles of city sewer, 79 miles are combined sewers, some laid in 1927.
The county's sewer backup guide lists intense rainfall and a blocked sewer pipe among the common causes. The main under the road is public, while home plumbing, including the connection to the public sewer, is the owner's. The city calls these private laterals, even where they cross the right-of-way. Its flooded-basement FAQ also suggests a backflow preventer on the lateral and no roof downspouts connected to it.
About half of Birmingham's homes were built before 1960, by Census Bureau estimates. In an older house, watch for slow drains, sewage odors, a soggy patch of yard and repeat backups. A camera inspection shows the real condition of the line before anyone digs. A plumber clears a simple clog, and we repair or replace the line when the pipe itself has failed.
Birmingham leaves sewer service installs to the owner's contractor, including the part in the right-of-way. Street work needs the Engineering Department's right-of-way permit, with a city inspector on site for the tap. Work on private property takes a separate plumbing permit and inspection. In the right-of-way, the city sets a 6-inch minimum for a sewer service and a 1-inch minimum for water.
The city's engineering policy treats lining or pipe bursting in the right-of-way as an alternative to open-cut replacement. It allows one only in certain cases, such as sparing a desirable street tree. Even then, no yard drain or sump pump may feed the old pipe. We replace laterals by open trench.
In the right-of-way, backfill follows a city policy dated December 2025. An independent geotechnical inspector oversees it and tests density in one-foot lifts to 95 percent. Stone goes under and around the pipe, then sand up toward the pavement. We compact backfill in lifts on every trench, part of our excavation and site work.
Birmingham sees a steady run of teardowns and new homes. The city's 2023 master plan says rising values have made buying and demolishing existing homes viable. It notes that some parts of the city have been rebuilt, and the trend is spreading to other neighborhoods. Census Bureau permit data count 55 new single-family homes authorized in the city in 2025.
A teardown starts with the city's demolition permit, which asks for utility disconnect notices and a city water disconnect. It also asks for an asbestos survey report and clearance letter, as the state requires. The city keeps photos of every side of the house as a record of homes built in Birmingham. Our demolition and teardown work takes down the house and foundation and hauls off the debris.
For a new home, the city's site evaluation calls for schedule 40 PVC at a 1 percent slope or more. It asks for a cleanout at every bend and a connection into the upper half of the city sewer. In the Quarton Lake neighborhood, it also asks for a backyard sewer easement if one is not on record. The plan shows city street trees too, to find conflicts with the sewer and water services.
The city's own chart counts 731 lead water services replaced from 2019 through 2025. Its 2025 water quality report still lists 139 lead service lines and 18 of unknown material, out of 9,155. The city aims to replace the remaining lead lines by the end of 2026, at its own expense. Michigan's rule puts lead line replacement, private side included, on the water utility.
Birmingham buys its water through the Southeastern Oakland County Water Authority, which buys it from the Great Lakes Water Authority. City street projects are replacing water mains laid in 1921 and 1925. On private property, we replace the water service line that runs from the curb stop to the house. A new home's site plan calls for type K copper or PEX water service, at least 1 inch.
Birmingham requires an impervious surface permit for new and replacement driveways, and its own permit for a drive approach. Zoning keeps at least 65 percent of the front open space unpaved. The city inspects forms and grade before concrete or asphalt goes down on public property. After the line is in, we pour concrete driveways and approaches to those rules.
