The township's 2024 master plan puts the sewer district at about a third of the township, in the south-central area. Septic Systems Outside the Township Sewer District

The sewer district covers the south-central area, where most of the smaller-lot subdivisions sit. The master plan allows suburban lots of 10,000 to 15,000 square feet only where utilities are available. Outside that core, lots get larger and septic systems take over.

Much of the western township is planned as rural and estate land. Lots there should be at least 90,000 square feet, about two acres. The plan cites a lack of utilities and paved roads there, so homes rely on septic systems and private wells. Stony Creek Metropark also fills a large part of the southwest.

On the east side, the plan keeps farms and low-density homes on lots of at least 30,000 square feet. Those areas have minimal utility service and are largely served by gravel roads. The plan names the eastern half as the future sewer district, where soils are generally poor for septic systems. Yet it plans no sewer expansion in the near term, so homes there stay on septic.

Who Issues a Septic Permit in Washington Township?

The township's own page says septic systems are under the jurisdiction of the Macomb County Health Department. The county does the soil evaluation, often called a perc test, and issues the septic permit. The permit is the owner's, and an acceptable soil evaluation has to come first.

The county asks for a backhoe on site for the soil evaluation, at the owner's cost. That dig is part of our excavation and site work, and we place the MISS DIG 811 notice first. We build the system to the permit and leave it open for the county inspection. After approval, we backfill in lifts and restore the yard.

The soil is why that test matters here. NRCS soil surveys rate about 89 percent of the township very limited for a conventional drain field. Slow water movement is the most common limit, on about three quarters of the land. The township mixes well-drained sandy loams, such as Boyer and Lapeer, with wetter soils such as Conover and Locke.

Sewer Leads and Water Service Lines in the Township

Inside the sewer district, each home drains to township sewer through a sewer lead. When a lead fails, we run a camera inspection, then repair or replace it by open trench. After a sewage backup, a written claim must reach the township within 45 days of discovery.

Township water comes from the Lake Huron Water Treatment Plant, part of the regional Great Lakes Water Authority system. The township Department of Public Works, or DPW, maintains the main and the service line up to the stop box. The stop box is the shut-off valve in or near the sidewalk. From the stop box to the house, the line is the owner's to maintain.

Moving a home from a private well to township water starts with a DPW estimate. The owner hires a contractor to install the service line, and the DPW makes the tap and inspects the line. We dig and lay that water service line, then restore the yard.

Pool and Paving Rules on Washington Township Lots

The township keeps growing: the Census Bureau counted 124 new single-family homes authorized in 2025, up from 75 in 2023. On a new home, the township's plot plan rules cap the driveway slope at 8 percent. The drive must also sit at least 3 feet off the nearest property line. We pour concrete driveways to those limits, on a compacted sub-base with control joints.

On a septic lot, the county's septic pamphlet says to keep driveways and patios off the system. The township requires a building permit for an inground pool. Its pool plan rules call for a 48-inch fence and a plan showing any septic system and well. We build inground pools to those plans, with the deck and coping graded to drain.

Street signs show who owns a road here: green means a public county road, and blue means a private one. Repaving a private road, or a condo or business parking lot, needs a DPW Rehabilitation Paving Permit first. We pave asphalt for private roads and parking lots.
