Woodhaven broke away from Brownstown Township as a village in 1961. It became a city on December 7, 1965, soon after I-75 split the town in two. New homes then spread across former farmland. Today about 63 percent of the city's homes are detached single-family houses, by Census estimates.
City code requires every property that creates sewage to connect to a city sanitary sewer where one is available. The city's sewers carry that sewage to the South Huron Valley Utility Authority's treatment plant. The authority's system serves about 90,000 residents.

Woodhaven's water comes from the Great Lakes Water Authority, and the city runs the water mains. Under city code, the owner maintains the water line from the curb box near the property line to the house. The city's 2025 water quality report counts 4,933 service lines. It lists no known lead lines and none of unknown material.
