Harper Woods fits about 15,500 people into 2.63 square miles, and single-family homes cover most of its land. The city owns a separated sewer system, so its sanitary sewers run apart from its storm drains. A 2026 state review counts about 44 miles of sanitary sewer. Most of it was built between the late 1920s and the 1950s.
Those mains range from vitrified clay pipe to reinforced concrete pipe. They carry sewage to the Great Lakes Water Authority's Conner Creek treatment facility. The city's own sewer camera program found many segments with significant structural defects.
The city plans to replace about 450 feet of sewer main and rehabilitate about 7,000 feet. That work on city mains is scheduled from October 2026 to April 2028. Your lateral stays yours, and we repair or replace laterals by open trench.
In Harper Woods, the sanitary sewer line from the home to the city main is the homeowner's responsibility. City code says the city has no authority over private sewer leads. Some city mains also run through backyard utility easements instead of under the street. A camera inspection shows the actual condition of your line before anyone digs.
The city treats sewer line excavation and repair as a permit job. The permit and its inspection come through the Building Department. City code bars covering a sewer until the plumbing inspector approves the work in writing. We leave the trench open for that inspection, then backfill in compacted lifts.

City code requires downspouts to empty onto the ground at least three feet from the house. They may not feed the weeping tile or a sewer. The city says downspouts tied into the drain tile can add to a flooded basement. It also asks that the soil around a home slope away from the foundation.
The ground here is flat, and the city's parks plan calls its soils poorly drained. No major body of water runs through the city, so storm drains and pipes carry the runoff. The Milk River Intercounty Drain takes storm drainage from Harper Woods, and Wayne County operates it. Where water still pushes through a basement wall, we dig to the footing for exterior foundation waterproofing.
Harper Woods buys its water from the Great Lakes Water Authority. The city's 2018 water plan says most of its mains went in before 1960. On a new water tap, city code has the tap fee cover the pipe to the property line. We lay the owner's side of the line, and the city water department inspects it.
The city's parks plan calls Harper Woods nearly built out, with little room for new development. The city's 2026 newsletter reports 71 new duplex and townhome units under construction, with new storm and sewer lines.
